ASI was formed in 1986 initially providing aviation security planning and design services, based upon the special leadership experience of its founder, Billie H. Vincent after his retirement from US Government service. Mr. Vincent's government career included assignments as air traffic controller, Chief of the New York ATC Center, head of all FAA training, founder of the original Federal Air Marshalls program, and finally as Director of Security for the Federal Aviation Administration (FAA).

Over the past 24 years ASI has gained extensive experience in most areas of the world assisting in the development of national policy and procedural documents, transportation systems requirements analysis, and design of security systems for government and commercial clients. Projects include assessments of the international and local country legal authority basis and revisions to prove the national regulatory compliance structure and procedures, to requirements analysis, engineering design, and oversight of the construction and implementation of sophisticated security and crisis response systems.
ASI has also been the lead aviation security consult for several of the new “Greenfield” airports, i.e., those created where no previous airport existed. These include the new Denver International Airport in the USA, the new Kuala Lumpur International Airport in Malaysia, the Incheon (New Seoul) International Airport in the Republic of Korea, and ASI played an advisory role for the new Bangkok International Airport (Suvarnabhumi).
ASI has been the prime contractor to the Saudi Arabian Airlines for over 10 years, providing complete security services at its North American stations. In addition to providing security services for all passenger flights, ASI senior staff recommends security policy and procedure changes when US requirements are updated; investigates alleged security incidents and communicates with US, State and local Government agencies responsible for aviation security.
In addition to transportation security, ASI has also provides diplomatic and head of state facility security designs; and special escort services during royal visits and diplomatic events sponsored by embassies. Such security designs and services have been provided in Abu Dhabi, France, the United Kingdom, Spain and Morocco, as well as within the United States.
ASI also plays a major role in international aviation security training. For example, ASI developed and provided Aviation Security Quality Control training at seven international locations to participants from over 50 countries. These courses were presented on behalf of the U.S. Transportation Security Administration (TSA) and prepared national security administrators to develop nation level security quality control programs specific to their nations situation. ASI is a co-founder and partner with the Queen Noor Civil Aviation Technical College in the ICAO Middle East Regional Aviation Security Training Center (MERASTC) in Amman, Jordan. This is an ICAO sponsored regional training center for the training of aviation industry and government personnel for the Middle East and nearby African countries in airport operations, maintenance, safety, and security. The center is an active participant in the ICAO TRAINAIR program for the preparation and validation of training courses used throughout the world. ASI prepares course materials and supplies visiting faculty as training specialists in such fields as aviation security, emergency preparedness, and hazardous material handling, and custom advance training for executive and director level personnel.
