Aviation Safety & Security
Technical Assistance for the Improvement of Airports Safety and Security, Indonesia
Evaluation of safety and security programs, procedures and national compliance oversight with improvement recommendations for the national oversight agency and all 176 Indonesian commercial airports. The project included extensive forecasting of traffic for 15 years in the future and a phased implementation schedule for improvements, as well as equipment, personnel, maintenance and training requirements.

Maritime Security & Technology
Chittagong Port Secure Trade and Container Security Design, Bangladesh
Complete assessment of port and off-port container facilities security, container inspection and security procedures, sitting for non-intrusive inspections, specifications for inspection systems, and financial analysis.

Threat Management
Threat-Vulnerability Integration Study of US General Aviation, United States
Investigated and identified threats to the United States through general aviation and the current vulnerabilities of each category of U.S. airports to those threats.

Air Traffic Control
GPS/GNSS Implementation Technical Assistance Pilot Study, East African Community
Evaluated en route and terminal air navigation capabilities of Kenya, Tanzania, and Uganda, analyzed navigation aids and instrument approach procedures, developed a Regional GNSS Implementation Strategy and Plan and an Operational Road Map for the East African Community. Developed ten potential GNSS/GPS procedures at specified airports to evaluate benefits.

General Security
Evaluation and Training for Enhanced Security and Prisoner Handling, United Nations International Criminal Tribunal for the Former Yugoslavia, The Hague
Extensive assessment of vulnerabilities from high level threats to the Court and to prisoners during housing, transportation and handling. Provided custom training to UN Security personnel for procedures to substantially enhanced the safety of the Court and its prisoners.

Technology Design
Changi International Airport, 100% Hold Baggage Screening, Singapore
Developed the design for the world’s largest (at the time) Explosive Detection Screening System for hold baggage inspection. Provided oversight for the installation and testing of the system.

Organizational Structure and Capabilities
Evaluation and Restructuring of Corporate Security Department, Sri Lanka Airlines
Performed an extensive assessment of the corporate security department organization and its personnel, capabilities, operations and procedures. Designed a full department restructuring to enhance the department’s efficiency and effectiveness plus reduce the overall cost of department operations.

Plans, Programs and Procedures Development
Design and development of Systems Integration and Security Master Plans for the Expansion of Abu Dhabi International Airport, United Arab Emirates
Designed the initial Master Plans for systems integration and security for the upgrade of the existing airport, and all expansion areas and facilities including the new mega-terminal.

Training
Threat Identification and Crisis Management Training, Dubai Police, UAE
Developed a custom aviation threat assessment for the Middle East region and the UAE. Designed and presented training to senior police commanders detailing the various types of threats, reduction or elimination of vulnerabilities associated with each type of threat, and crisis management and response in the event of an incident. Senior police commanders from Saudi Arabia also participated in the training.

Financial Analysis

• Completed a financial forecasting model to estimate the cash flow and rate of return for both the public and private sectors in the development of private container terminals in a new harbor at the Port of Colombo. The model and analysis estimated pro forma balance sheets, profit and loss statements, and cash flows for alternative scenarios based on different economic conditions and different engineering configurations for the port.
• Completed a financial and economic analysis for a feasibility study of the reorganization and modernization of security at Jordan’s three international airports (Queen Alia, Amman-Marka, and Aqaba) and two of its border crossings (King Hussein and Jaber).
• Developed a financial overview assessment of port modernization in Georgia as part of a larger effort to address the prospects for increased port traffic and the subsequent potential for commercialization and private investment at the ports of Poti, Supsa, and Batumi.

Cost Recovery
Developed cost recovery options using the financial analyses for the necessary capital improvements to install scanners for screening containers at the Port of Chittagong. This included analysis of various alternatives including collecting additional security fees to cover the increased costs of reconfiguring the port berth areas with screening areas and installing container screening equipment.

Benefit-Cost and Risk Analysis
Developed benefits and costs of upgrading the air traffic systems and an analysis of the financial risks and suggested mitigating options for financing infrastructure improvements to the air navigation system in Venezuela.

Economic Analysis
Developed aircraft movements, cargo, and passenger forecasts for feasibility studies of the several airports in Egypt. Developed a model that estimated international aircraft movements, passenger and cargo activity as well as domestic aircraft movements, and passenger and cargo demand.
